Retryable jobs are replay downloads that hit a provider rate limit (HTTP 429) or an open circuit breaker; they are put back in the queue automatically, a batch at a time, while replay downloads are enabled on the worker. Permanent failures (replay not found, corrupt file, retry limit reached) are not retried.
